"Holding stocks such as this sickens us," said Doug Orbaker, a teaching elder commissioner from the Presbytery of Northumberland. "It's participation in an evil system."The resolution, if approved by the General Assembly, would call on the Board of Pensions and the Presbyterian Foundation to cut their investments in the debt of countries like Israel, Turkey, and Morocco, which are accused of engaging in prolonged military occupation. The resolution also asks the denomination's Mission Responsibility Through Investment (MRTI) Committee to create a mechanism to address such investments in the future.

Balancing Principles and Practicality

The Presbyterian Board of Pensions, Presbyterian Foundation, Advisory Committee on Social Witness Policy, and Presbyterian Mission Agency Board have all expressed support for the goal of the resolution. However, they have also noted that no current processes or procedures exist to implement it. The denomination's divestment procedure applies only to U.S.-based corporations, not government entities.This presents a challenge for the church, as it must balance its moral principles with the practical realities of implementing such a resolution. "We cannot support war machines and the killing of people," said Dana Monk, a ruling elder and commissioner from the Presbytery of Santa Barbara. Yet, the lack of a clear mechanism to enact the resolution has raised concerns about its feasibility.

Urgency Trumps Process

Despite these practical concerns, the Financial Resources Committee ultimately approved the resolution by a vote of 42-2. This suggests that a sense of urgency to address the moral implications of the church's investments has taken precedence over the immediate challenges of implementation.The General Assembly will now consider the recommendation when it meets in Salt Lake City next week. The decision will have far-reaching implications for the Presbyterian Church's investment policies and its stance on human rights and military occupation around the world.
